Try something like this:

$data = //your array
$html = "<table>";
foreach($data as $row) {
    $html .= "<tr>";
    foreach ($row as $cell) {
        $html .= "<td>" . $cell . "</td>";
    }
    $html .= "</tr>";
}
$html .= "</table>";
